Handling of :title is inconsistent

[Similar to #82, but some detail has changed.]

Testing on Win32 @ Rev 418 -

a) Double-click on Shoes icon and select script from

file-chooser -> :title processed OK;

b) invoke "c:\...shoes\dist> shoes" and select script from

file-chooser -> :title processed OK;

c) invoke "c:\...shoes\dist> shoes samples\book.rb"

-> Shoes window appears WITHOUT contents of :title

(Harold did some work on trying to understand this and proposed a patch in response to #82, but the signature of the problem seems to have shifted since then.)

Not sure when this was fixed, but I can't seem to see any title problems as described above. Please re-open if it's still a problem with the bleeding edge.
